文化自信是一个国家、一个民族发展中更基本、更深沉、更持久的力量。2006年10月召开的中共十六届六中全会提出建设社会主义核心价值体系，并指出社会主义核心价值体系包括四个方面的基本内容：马克思主义指导思想、中国特色社会主义共同理想、以爱国主义为核心的民族精神和以改革创新为核心的时代精神、社会主义荣辱观。

Promoting Core Socialist Values

Cultural confidence is what sustains the development of a country or a nation in a most fundamental and profound sense. A plan to promote core socialist values was introduced by the 16th CPC Central Committee at its sixth plenary session in October 2006. Core socialist values encompass the guiding principles of Marxism, the ideals of socialism with Chinese characteristics, the national spirit of patriotism, a commitment to reform and innovation, and a socialist honor code.

坚持人民当家作主

在中国，国家的一切权力属于人民。正因为如此，“坚持人民当家作主”成为新时代坚持和发展中国特色社会主义基本方略之一。党的十九大报告强调，坚持党的领导、人民当家作主、依法治国有机统一是社会主义政治发展的必然要求。必须坚持中国特色社会主义政治发展道路，坚持和完善人民代表大会制度、中国共产党领导的多党合作和政治协商制度、民族区域自治制度、基层群众自治制度，巩固和发展最广泛的爱国统一战线，发展社会主义协商民主，健全民主制度，丰富民主形式，拓宽民主渠道，保证人民当家作主落实到国家政治生活和社会生活之中。“坚持人民当家作主”彰显了中国社会主义民主是维护人民根本利益的最广泛、最真实、最管用的民主。发展社会主义民主政治，就是要体现人民意志、保障人民权益、激发人民创造活力，用制度体系保证人民当家作主。

The People's Ownership Role

In China state power belongs to the people. It is therefore only natural that respect for the ownership role of the people is included as one of the basic policies for promoting socialism with Chinese characteristics for a new era. In his report to the 19th CPC National Congress, Xi Jinping emphasizes the unity of leadership by the CPC, the ownership role of the people and the rule of law as a natural outcome of socialist political development. Our resolve will not waver to continue on the path of socialist political development with Chinese characteristics, and to strengthen and improve people’s congresses at all levels, multiparty cooperation and political consultation under the leadership of the CPC, regional ethnic autonomy, and community-level self-governance. Our objectives are, among other, to strengthen and develop a broadest possible patriotic united front, improve socialist consultative democracy and our democratic institutions, diversify our forms of democracy, and establish more democratic channels of interaction between the government and the public, so as to ensure that respect for the peopled ownership role is incorporated in all aspects of political and social life. Respect for the peopled ownership role ensures the broadest reach, the most practical nature and the greatest effectiveness of China5s socialist democracy in safeguarding the fundamental interests of the people. The very purpose of developing socialist democracy is to give full expression to the will of the people, protect their rights and interests, encourage creativity and innovation, and provide an institutional framework that ensures the ownership role of the people.

坚持全面依法治国

2014年10月召开的中共十八届四中全会作出了“全面推进依法治国”的部署。全面依法治国是中国特色社会主义的本质要求和重要保障。当前，中国面对的改革发展稳定任务之重前所未有，矛盾风险挑战之多前所未有，比以往任何时候都更加需要运用法治思维和法治方式开展工作、解决问题，更好发挥法治的引领和规范作用。全面依法治国的总目标是：建设中国特色社会主义法治体系，建设社会主义法治国家。为实现这一目标，需要形成完备的法律规范体系、高效的法治实施体系、严密的法治监督体系、有力的法治保障体系，以及完善的党内法规体系。在全面推进依法治国进程中，要坚持依法治国、依法执政、依法行政共同推进，坚持法治国家、法治政府、法治社会一体建设，实现科学立法、严格执法、公正司法、全民守法。全面依法治国，必须紧紧围绕保障和促进社会公平正义来进行，努力让人民群众在每一个司法案件中都能感受到公平正义。全面依法治国是一个系统工程，是国家治理领域一场广泛而深刻的革命。必须把党的领导贯彻落实到依法治国全过程和各方面，坚定不移走中国特色社会主义法治道路。

Promoting the Rule of Law

A comprehensive agenda for promoting the rule of law was launched by the 18th CPC Central Committee at its fourth plenary session in October 2014. Promoting the rule of law is indispensable to promoting socialism with Chinese characteristics. In view of the fact that China is currently faced with unprecedented challenges in moving forward with further reform, and ensuring development and stability, a rule-of-law culture has become more important than ever before in guiding our work and our thinking in addressing these challenges. The broad goal of a comprehensive agenda for promoting the rule of law is to build a socialist legal system with Chinese characteristics as part of our efforts to build a socialist country where the rule of law is respected. To this end, it is necessary to have in place a complete set of legal norms, efficient enforcement measures, rigorous oversight mechanisms, effective legal protections, and a complete body of internal Party regulations. The comprehensive process of promoting the rule of law should focus on ensuring that our Constitution and laws are fully complied with in national governance and in the exercise of political and executive power. Coordinated efforts should be made to strengthen our legal system and legal awareness throughout the country, at all levels of the government, and in all sectors of society, so as to ensure the rationality of our legislative process, strict enforcement of and universal adherence to all laws, and impartial administration of justice. It is also essential in this regard to ensure and foster social equity and justice so that people feel that justice is done in all cases. Promoting the rule of law is a system engineering project, a revolution in China，s governance with wide-ranging ramifications. Leadership by the Party is indispensable in all aspects throughout the process of promoting the rule of law. Our determination to promote socialist rule of law with Chinese characteristics remains unshaken.

坚持在发展中保障和改善民生

增进民生福祉是发展的根本目的。必须多谋民生之利、多解民生之忧，在发展中补齐民生短板、促进社会公平正义，在幼有所育、学有所教、劳有所得、病有所医、老有所养、住有所居、弱有所扶上不断取得新进展，深入开展脱贫攻坚，保证全体人民在共建共享发展中有更多获得感，不断促进人的全面发展、全体人民共同富裕。建设平安中国，加强和创新社会治理，维护社会和谐稳定，确保国家长治久安、人民安居乐业。在发展中保障和改善民生的具体要求是：抓住人民最关心最直接最现实的利益问题，既尽力而为，又量力而行，一件事情接着一件事情办，一年接着一年干。坚持人人尽责、人人享有，坚守底线、突出重点、完善制度、引导预期，完善公共服务体系，保障群众基本生活，不断满足人民日益增长的美好生活需要，不断促进社会公平正义，形成有效的社会治理、良好的社会秩序，使人民获得感、幸福感、安全感更加充实、更有保障、更可持续。坚持在发展中保障和改善民生要做好优先发展教育事业、提高就业质量和人民收入水平、加强社会保障体系建设、坚决打臝脱贫攻坚战、实施健康中国战略、打造共建共治共享的社会治理格局、有效维护国家安全等七个方面的工作。

Improving the Wellbeing of the People

Improving the wellbeing of the people is the fundamental goal of development. It should indeed be the focus of all development efforts. We must be proactive in addressing the concerns of the people and areas of weakness, and promoting social fairness and justice. Efforts must continue to expand access to childcare, education, employment, medical services, elderly care, housing, and social assistance. Our poverty alleviation campaign must be intensified, to ensure that the impact of our joint development efforts is more broadly felt as everyone contributes to and gains from these efforts. It is critical in this respect to promote human development and bring prosperity to all. We will continue to implement the Peaceful China initiative, strengthen and improve social governance in an innovative manner, and promote social harmony and stability, so as to ensure our country’s enduring peace and prosperity. To improve the wellbeing of the people through development efforts, we must focus on the most pressing, most immediate issues that concern the people. We will do everything within the limits of available resources to tackle these issues. A step-by-step approach will be pursued in this endeavor that will go on for years. Improving the wellbeing of the people concerns and benefits everyone and requires contribution from everyone. The bottom line is to meet the basic needs of the people. It is essential to identify priority areas, improve institutional arrangements, and properly managed public expectations. Public services must be improved, not only to ensure that the peopled basic needs are met, but also to satisfy their ever-growing needs for a better life. We will continue to promote social fairness and justice through effective social governance to build a well- ordered society, where individuals are able to realize their full potential, and can enjoy happiness and security. Specific measures in this regard include improving education, creating more better jobs and raising income, strengthening the social security system, eliminating poverty, implementing the Healthy China initiative, building a

participatory social governance structure that benefits all, and safeguarding national security.
